Our client, a leading American Foundation, is looking to engage with a Consultant- BI for WEE and IFS workstreams.
Scope of work of consultant:
1. Support in BI strategy development:
• Engage with teams at the foundation's program (WEE, IFS), MLE, and Behavioral Insights (BI)
colleagues to inform the strategy in line with PST impact goals in India
• Identify areas of maximum potential impact for BI to be deployed in PST priority areas, model
potential outcome/impact to prioritize areas of focus
• Develop and assess BI strategy, ensure logical reasoning, and challenge assumptions supporting
existing and proposed approaches
• Explore emerging innovations, interventions, exemplars that leverage behavioral insights in
identified areas that can potentially unlock large impact in the foundation’s priority areas with a
special emphasis on gender
• Lead analysis of proposed strategic pivots in BI for WEE and IFS to ensure their programmatic
viability, cost effectiveness, and fit for purpose
• Facilitate discussions with internal team, experts from other programs within BMGF, and
external experts, to socialize proposed strategic pivots, gather input, and inject fresh thinking
into the program
2. Support in investment prioritization and processing:
• Support the prioritization and development of new grants in strategic areas identified for WEE
and IFS
• Through material development and evidence gathering, support the development of grant
narratives that are in alignment with WEE and IFS India BOW and priorities
• Support in the coordination needed to align stakeholders externally and within the foundation
for alignment
Deliverables from engagement:
The consultant will be required to deliver the following (for WEE and IFS workstreams) through the 6 month engagement:
1. Business case development for behavioral approaches aligned with WEE and IFS priorities
covering potential opportunity sizing, outcome-behavior mapping
2. Behavioral analysis of identified behaviors in #1
3. Behavioral strategy (including prioritized investment areas, evidence backed intervention
strategies, measurement framework) for positively impacting prioritized outcomes (identified in
#1) and associated behaviors (identified in #2)
Skills Required
1) Minimum Bachelor's degree and 10+ years related work experience
2) Knowledge of national and state issues, and the broader development context in India
3) Knowledge of state government policy and budget decision making
4) Knowledge of how to use communications to achieve advocacy goals and policy change
5) Knowledge of the state legislative and administrative processes and structures in India pertinent to the client and development research, funding, or policy making.
6) Experience developing, managing and implementing project and grant-making strategies.
